The three main staff positions and their responsibilities found in most Housing Rehabilitation Programs |
Summary:
The responsibilities and tasks of a housing rehabilitation staff is can be broken down into three positions. These characteristics may or may not apply to all in house, consultant or non-profit housing rehabilitation operations.
Housing Rehabilitation Director or Coordinator
Some may have different weights or responsibilities concerning mandatory (M) or optional (O) characteristics for each housing rehabilitation director or coordinator
- Reports to Department head or Grantee Administration for Housing (M)
- Prepares request for drawdown of funds from accounts (M)
- Member of local housing committee or regular attendee (M)
- Should have a background in public housing work and a intrinsic understanding of the today’s housing rehabilitation process (M)
- Provides data and other information for annual grantee or subgrantee performance reports for the local or regional Housing and Urban Development Office (M)
- Position may be created by local jurisdictional authority or mandated by governmental regulation (O)
- May have final approval of applicants that apply for housing rehabilitation (before or after initial inspection has been made) (O)
- May schedule regular meetings and assign cases to downline staff persons (O)
- May suggest the creation of new and/or innovative housing programs that focus on specific groups and/or areas within their jurisdiction (O)
- May process payments and issue checks for the Contractors who participate in the program (O)
Case Coordinator or Loan Advisor
The person who most applicants initially contact can be known by a variety of titles. Some of these titles may or may not accurately describe exactly what they do
- Process pre-application by:
- establishing applicants household income
- residency within jurisdiction (time, neighborhood or district)
- Send notification to potential participants
- Set up initial interview (either in office or at the residence)
- Verify legalized documentation of Ownership
- Verify means of income and assets
- Forwarding pertinent info to Director for final approval
- May assist in processing payments to Contractors
- May participate in final contract signing and applicable notes and mortgages
Rehabilitation Specialist or Cost Estimator
- Performs Initial Inspection upon receipt of approved Owner information
- Upon arrival for inspection, pictures are taken of the house and the streescape
- Inspection is perfomed with the Owner to identify possible code violations
- Sketch interior and/or exterior floor plan by making measurements of all ceilings, walls and floors throughout
- Locate all doors, windows and other pertinent objects on sketch
- Meet with Owner to:
- determine a priority list of proposed repairs
- entertain questions about the techniques and processes involved for abatement of those repairs
- Generate cost estimates based on the following:
- the method of repair abatement (as defined by scope)
- the amount and quality of the materials used
- the degree of difficulty due to the working conditions
- the "unknown factor" of rehabilitation (defined by the popularity of the repairs)
- the time of the year the repairs take place
- Costs shall consist of a basic and adjusted cost (to establish a range of acceptable bid costs)
- Meets with Owner to review cost estimates. If the costs are accepted, the cost estimates with specifications are concerted to a bid package
