Contractor Reliability Evaulation
The three ways to record Contractor Reliability when they participate in a Housing Rehabilitation Program
1. The Time of Completion
The contractor will provide a time for the length of the project either through submission of the bid or estimate
The contractual agreement provides language which enforces the start and completion of the project
Records should be kept on each Contractor and the actual time for project completion and compare that time to what was originally given
Establish a system of recording project time completion to help evaluate Contractor performance
2. The Ability to Resolve Problems
Problems between Contractors and Owners are inevitable
The ability to minimize problems squarely fits on the shoulders of the Contractor
The Contractor should not be to quick to make complaints about the Homeowners to the office or agency
Establish a system of reporting the number of complaints received by the agency about the Contractor over the course of the project
3. The Consistency of Performance
The regular use of laborers and subcontractors provide consistency in completing certain tasks in projects
Some tasks are more difficult for Contractors to complete than others
Establish a system of weights determining ability to complete certain tasks successfully
